3.2.8 Qualified Admin/Academic Officers

The institution has qualified administrative and academic officers with the experience, competence, and capacity to lead the institution. (Comprehensive Standard 3.2.8)

The Kentucky Community and Technical College System Administrative Policy 1.5 from KCTCS Policies and Procedures sets forth the organizational structure for the System and its colleges. Section 1.5.7 of this same policy addresses the procedures for hiring and the evaluation of administrative and academic officers. These policies and procedures are in compliance with federal and state employment laws. Policy 1.5 is included below in its entirety for compliance review.

The President’s Executive Team is comprised of the following positions:

  • President
  • Vice President for Academic Affairs
  • Vice President for Business Affairs
  • Vice President for Information Technology
  • Vice President for Institutional Advancement
  • Vice President for Student Affairs
  • Vice President for Workforce Solutions

Additional positions reporting directly to the President are as follows:

  • Chief of Public Relations
  • Executive Assistant to the President

The Human Resources Office at Owensboro Community and Technical College (OCTC) maintains current job descriptions for all administrative and academic officers. Job descriptions identify essential job duties and responsibilities, educational qualifications, and skills and experience required for each position. The job descriptions, resumes, and transcripts for each of the positions identified herein are provided for compliance review.

Credentials of key administrative personnel employed at OCTC, on file in the Human Resources office, reflect that the administrators and academic officers possess the education, experience, and competence to lead the institution. The credential information includes the incumbents’ education, related occupational experiences, and other information that demonstrates their qualifications to hold their positions. The job specifications of each of these positions further substantiates that administrative and academic officers meet the requirements of their positions.

Employee job performance is evaluated annually in accordance with policies and procedures established in the KCTCS Administrative Policy 1.5. Completed performance evaluations are filed in each employee’s personnel file that is maintained in the Human Resources Office at Owensboro Community and Technical College.
