The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act signed in law in 1990 as the Crime Awareness and Campus Security Act of 1990 is a federal law that requires colleges and universities to disclose certain timely and annual information about campus crime and security policies.  The following federal web site lists the crime statistics for OCTC: http://ope.ed.gov/security.

·     Annual Report includes three years of crime statistics 

·     We encourage the prompt and accurate reporting of ALL criminal matters occurring on campus.  These incidents should be reported to the Switchboard who will contact the Person in Charge, who will then contact the local police.  The Campus Security Guard Officer is on duty during the evening hours Monday through Friday and can be reached by dialing 316-3111.  The Switchboard on the Main Campus, located in the Advanced Technology Center, Room 102, is open 7:30 am to 7:30 pm Monday through Thursday, 7:30 am to 4:00 pm Friday, and 8:00 am to 2:00 pm on Saturday during academic sessions.  Incidents of on-campus crimes must be reported in compliance with the Crime Awareness and Campus Security Act of 1990 and the Minger Act. The Vice President of Business Affairs and M&O Superintendent file these reports. 

·     In compliance with the federal Campus Sex Crimes Prevention Act of 2000, KCTCS, through the Kentucky State Police, makes information available to the campus community concerning registered sex offenders who may be employees or students at your college.
 
The Kentucky State Police provides sex crime offender registration information to the public through the Sex Offender Registry website. In addition, names supplied to the college by the Kentucky State Police may be obtained by contacting the Chief Student Affairs Officer at your college.
 
 According to the Kentucky State Police, this website is for public safety and awareness. Pursuant to KRS 525.070 and 525.080, use of information from this website to harass a sex offender is a criminal offense punishable by up to 90 days in the county jail. More severe penalties apply for more severe crimes committed against a sex offender.

 

The Michael Minger Act was first passed into law in 2000, amended in 2002 and expanded in 2004.  This law was a response by the Kentucky General Assembly to the fire at Murray State University in 1998 which resulted in the death of one student and the permanent injury on another student.  The current law requires that colleges and universities report fires to the State Fire Marshal, maintain a daily crime log, issue special reports, and complete an annual report.  The below link to the Michael Minger Act Reports for calendar years:  2005, 2006, and 2007.
